| 摘 要： | “医改”的终极目标是实现全民健康保障。从5个方面详细阐述政府在保障农民健康领域的职能定位:农村公共卫生服务的供给;直接举办部分农村公立医疗机构;组织和建立新型农村医疗保障制度;农村卫生资源和技术准入规划和控制;依法加强对农村医药卫生市场的监管。

| Abstract: | The ultimate objective of health reform is to achieve the goal of getting access to medical security by everyone. The article expounded particularly the orientation of Chinese government function on ensuring peasantry's health: the supply of rural public health service;holding directly partial state-owned medical institutions;organizing and establishing the new rural medical security system;the plan and control of rural health resources and technical admittance;strengthening the supervision and regulation of rural medical and medicine market in accordance with rules and laws. |
