| 摘 要： | 在总结各地村卫生室开展基本药物制度经验的基础上,提出村卫生室实施基本药物制度存在的问题包括:补偿方式不合理、村医合理收入难保障、村医养老问题未解决、不规范医疗行为和村卫生室用药未满足需求.提出政策建议:包括合理确定补偿方式及补偿额度,保障村医合理待遇、建立有效绩效考核机制和调整基本药物种类.

| Abstract: | On the basis of summarizing some provinces’ experience in implementing the national essential medicines system in their village clinics,some problems are identified,including unreasonable compemsation modes,difficulties in guaranteeing village doctors appropriate income and suitable old-age insurance,nonstandard medical practices,and unsatisfied needs for medicines in village clinics.Accordingly,four policy recommendations are proposed which are establishing scientific modes and amount of compensation,providing suitable salary and old-age insurance for village doctors,establishing effective performance assessment mechanism,and adjusting the essential medicines list used in village clinics. |
