| 摘 要： | 《传染病防治法》、《突发公共卫生事件应急条例》和《传染性非典型肺炎防制管理办法》等法律法规既为防制SARS提供了直接的法律依据,又为有关部门分清职责、规范行为、保护公民基本权利提供了保障,在SARS防制中具有重要意义。同时对防制SARS中存在的法律问题,提出了对策。

| Abstract: | China improves legal system to cope with public health emergencies. The Law to Prevent and Control Infections Diseases , The act of Public Health Emergency" and "The Rules to Prevent and Control SARS" not only to provide the direct legal foundation but also to ensure the citizens basic rights.They also definite the related departments duties and regulate their acts.The Article also provide the counter plan to the problems in preventing and controlling SARS. |
