| 摘 要： | 杭州市社区卫生服务发展目前陷入两难的发展困境。要突破这种两难困境,必须实现发展理念的转变。社区卫生服务应该以建设全程健康管理和健康促进为理念,在该理念下,需要以义务卫生保健为卫生工作内容和工作性质,以财政全额预算投入为筹资机制,从而实现社区卫生服务以居民健康为目的开展工作。 |

| Abstract: | The community health care in Hangzhou are currently in a dilemma. To break this dilemma, it is necessary to change the development philosophy. The philosophy of community health care should be constructing comprehensive health management and health promotion. Under this philosophy, to realize the health of residents as the purpose of the community＇ s health service, it needs to provide voluntary health care as the content and nature of health services and to make the full budget of fiscal investment as the financing mechanism. |
