由国际实例谈中国性与生殖健康政策框架的建立

自国际人口与发展大会以来，世界上许多国家成功的开发了各自的性与生殖健康政策框架，在促进性与生殖健康方面指导、倡导、规划、投资，国家努力的实施和监测，促进了性与生殖健康领域的全面进步，以实现国家人口与发展大会及联合国千年发展目标中的相关目标和指标。中国在生殖健康领域取得了瞩目的成绩，但缺乏系统的性与生殖健康政策框架作为生殖健康领域形成目标、策略、政策和监测的基础，并保证相关政策存在内在的联系和互补。该文从性与生殖健康及政策框架的基本概念和意义出发，并在学习其它国家和地区已有的性与生殖健康政策框架的经验基础之上，提出开发中国性与生殖健康政策框架，并在此过程中考虑国际人口与发展大会超越2014和后2015可持续性发展议程的最新进展，遵循以证据为本。产出将关注母亲安全、整合的预防母婴传播疾病、青少年性与生殖健康、常见妇科疾病、计划生育、性与生殖健康产品、性与生殖健康科学研究和项目、监督评估等，以及治理与领导力、政策倡导、能力建设、服务的提供，包括创建对服务的需求和促进服务的利用、信息管理、监督评估等策略，性别问题也将被考虑在内。

Establishment of China’ s sexual and reproductive health policy framework from international examples

Since ICPD many countries in various regions have successfully developed respective policy frameworks to guide, advocate, plan and invest.Implementation and monitor of national efforts promote sexual and reproductive health and right （ SRHR） .Such policy frameworks facilitate a comprehensive and holistic approach to addressing many inter-related aspects of SRH to achieve the goals and meet indicator targets related to SRH as set in ICPD and MDGs.China has also made notable progress in reproductive health （ RH） in recent decades aiming at the development goals, and has developed related policies in RH area.However, it does not have an overarching SRH policy framework served as a basis in formulating targeted strategies and polices and in monitoring SRH to ensure that corresponding policies are inter-connected and complemented to each other.On the basis of statement of fundamental concepts and meanings related to SRH, as well as the experiences of existing SRH policy frameworks from other countries or regions, the article proposed to develop SRH policy framework for China, and the updated progress of ICPD Beyond 2014 and Post-2015 Sustainable Development Agenda would be considered during the development.Meanwhile, the development of the SRH policy framework should be evidence-based and peer-viewed.The core contents will include SRH outcomes, outputs, strategies, actions, and monitoring and evaluation （ M＆E） indicators.The outputs will focus on motherhood safe, integrated prevention of mother-to-child transmissions of HIV, HBV and syphilis, HIV/AIDS, young people SRH, frequently seen gynecological disorders, family planning, SRH commodities, SRH research and program, M＆E etc.The strategies will include governance and leadership, advocacy, policy development, capacity building, service delivery including demand creation and service utilization, information management, M＆E etc.Gender issues will be addressed.
