广东省1211家乡镇卫生院效率评价

目的:通过对广东省乡镇卫生院的效率进行评估,为合理配置农村卫生资源提供决策参考。方法:采用VRSBCC模型的数据包络方法,分别从机构、县域及地级市3个层面,对广东省1 211家乡镇卫生院的效率进行测算,并应用回归模型对效率的影响因素进行分析。结果:从机构角度分析得出高效率乡镇卫生院571家(占47.2%),规模效率有效的为67家(占5.5%);从县域而言珠三角及西翼地区的县域平均效率得分高于粤北山区和东翼地区的县域;从地级市看部分市以乡镇卫生院规模递增为主,但部分市则以规模递减为主。回归分析显示,县域的纯技术效率与经济和人口密度无关,但规模效率受到经济与人口密度的影响(P=0.001)。结论:调整非有效乡镇卫生院的投入的结构和规模,加强对粤北山区及东翼地区的投入,根据各市规模效益的不同,协调各区域发展。

Evaluating the Operation Efficiency of 1211 Township Hospitals in Guangdong Province-Based on the Method of Data Envelopment Analysis

Objective:To evaluate and analyze the township hospital operational efficiency in Guangdong Province and put forward suggestions for reasonable decision-making and utilization of the health resource.Methods:1 211 township hospitals were analyzed with Data Envelopment Analysis from the agency,county and city levels,and the factors of the township operational efficiency were analyzed with the utilization of multiple linear regression.Results:From agency level,the township hospitals which the technical efficiency is efficient are 571(47.2%),and the scale efficiency is efficient are 67(5.5%).From county level,the average efficiency scores of the Pearl River Delta and the west counties are higher than north and the east counties.From city level,the scale proceeds of township hospitals are increased in some cities,but others are with decreased scale proceed.The multiple linear regression shows that the economic and the population density have no relationship with technical efficiency,but have positive correlation with scale efficiency (P=0.001).Conclusion:The investment structure and size of the non-effective township hospitals should be adjusted,the investment in north and east counties be strengthened,and regional development depending on the different scale efficiency be coordinated.
