实施全面预算管理 促进医院管理水平的提升

全面预算管理对加强资金管理、合理配置医疗卫生资源、改善物流和资金流、最终达到提高医院经营管理水平具有非常重要的意义。在预算编制过程中,由于缺乏对预算的认识,很多医院预算编制的依据、基础并没有按国家的相关规定执行,预算编制水平亟待提高,部分医院执行的效果并未达到预期管理目的。文章就医院全面预算管理实施过程中的一些认识和看法进行探讨,以推动医院全面预算管理的开展。全面预算管理促使管理者由关注医院日常收支转变到对医疗资源的控制和规划,关心影响医院经营过程和经营服务质量的方方面面,考虑医院未来可持续发展和竞争的能力。所以,通过全面预算管理,可协调和优化配置医疗资源,改善物流和资金流,最终达到提高医院经营管理水平的目的。

Overall budget management to improve the hospital management

Overall budget management is of great importance to strengthen the control of current flow and achieve reasonable allocation of medical resources.There exits great problem in the process of conducting overall budget management in some hospitals due to unclear understanding of budget control.This paper tried to explore the process of conducting budget management focusing on the concern from management level to the control and plan on medical resources.So the budget management could in return to optimize the allocation of medical resources and improve the flow of current and goods of hospitals.
