浙江省新型农村合作医疗试点工作基本管理状况评价

目的:评价浙江省新型农村合作医疗试点工作基本管理状况。方法:按照卫生政策系统评价程式,以卫生系统宏观模型作为评价内容,勾勒出系统思路,形成新型农村合作医疗结构、过程和结果的评价指标体系,按照该指标体系,对浙江省新型农村合作医疗试点工作基本管理状况进行评价。结果:各试点县因地制宜,根据当地经济水平设计了不同的新型农村合作医疗实施方案,采取各种措施确保新型农村合作医疗的实施,取得了良好的成果。试点地区参合率为77.20%,有效参合率为82.30%,总资金到位率达88.30%。新型农村合作医疗资金筹集方式、监管机构的监管有效性、提高居民参保积极性和促使低保户居民参保方法的可持续性,以及医疗费用控制措施的有效性均获得了良好的评价,县、乡2级政府对新型农村合作医疗的可持续发展信心也很高。但是,部分县(10.20%)结算报销方式方便程度较差。

Evaluation Management of New-type Cooperative Medical System in Zhejiang Province

Objective: Evaluating the basic management of the New-type Rural Cooperative Medical System(NCMS) in ZheJiang Province. Methods: Following systematical evaluating process of health care policy and using the macro-model of the health care system,we constructed an evaluating system of the basic management of the NCMS. The system has three parts: structure, process and outcome. We used this system to evaluate the basic management of the NCMS system in ZheJiang Province. Results: Significant achievements have been made for the NCMS in ZheJiang Province. The joining rate was 77.2% and the efficient joining rate was 82.3%, the fund reached 88.3% as much as planned. Good appraises have been gotten, such as the supervision effectiveness to NCMS, the effectiveness to control medical expense, the financing sustainability of NCMS. Both county and town governments have much confidence in NCMS. However,it was not convenient for people to get reimbursement from NCMS in some counties.
