新型农村合作医疗需求不足的经济学分析

主要通过理论及实证分析解释我国新型农村合作医疗需求不足的原因,分析表明:农村居民收入水平较低,要求较低的新型农村合作医疗筹资费用,但由于我国医疗费用较高,从而降低了新型农村合作医疗的补偿水平,农民通过新型农村合作医疗规避风险的作用下降,导致农民对新型农村合作医疗的需求不足。因此,日益增长的医疗费用是提高新型农村合作医疗覆盖率的主要障碍。

The Analysis on the Demand Scarcity of New Rural Cooperative Medical System

In this paper the reasons of the demand scarcity of New Rural Cooperative Medical System(NCMS) is explained.We argued that rural resident with low income want to join the NCMS at the little fee and that great medical expense decrease the reimbursement of NCMS.On the other hand,rural resident lack of the demand of NCMS difficult to evade risk of disease.Therefore,an increase in medical expanse is a handicap in the participation rate of NCMS.
