| 摘 要： | 分级医疗、双向转诊以及家庭医生签约制度是目前解决卫生资源配置倒三角状态、卫生服务供给侧失衡和供需矛盾突出的突破口。文章针对黑龙江省分级医疗与双向转诊已出台的政策和政策运行现状提出了改进措施与建议。

| Abstract: | The study of level medical system and dual referral and family doctor signing system,which is the key to solve the unbalanced allocation of health resource in different areas and the imbanlance between supply and demand.The research group has put forward the improvement measures and suggestions according to the current policy of the level medical system and the dual referral in HeilongJiang province. |
