农村流动人口医疗保障制度的现状与建议

目的:了解目前农村流动人口医疗保障的现状和问题,寻求改善农村流动人口医疗保障的制度途径。方法:对已有的相关文献、政策和数据的梳理和分析。结果:虽整体而言健康状况较好,但传染病发病率高,妇女儿童的保健水平与城市常住人口存在较大差距,对预防保健有较大需求。同时参保率低,保障水平有限。结论:这与目前制度建设水平相关,在目前建立农村流动人口医疗保险制度的同时,应加强医疗救助制度建设。

Rural Migrants' Health Security Research

Purpose: To know the current situation and problems of the rural migrants' health security, then seek the institutional methods to improve the rural migrants' health security. Method: combing those existed papers and policies, and analyzing related data. Result: Although the whole situation of rural migrants is good, but the infection disease ratio is relatively high, and the health security level of rural women and children migrants is much lower than that of urban residents, which causes a great need of prevention service for rural migrants. While at the same time, the insurance covering number of rural migrants is low, which deteriorates the insurance's effect. Conclusions: The currents situation is related to the level of institution construction, and it is needed to strengthen the institution construction of medical assistance at the same time of building the rural migrants' medical insurance.
