| 摘 要： | 目前,必须明确政府对卫生支出的责任,加大投入,分阶段确定财政对卫生投入的经费保障目标。同时,通过优化投入结构、改进投入方式、完善管理机制,提高财政卫生投入的公平和效率,合理划分中央和地方各级政府的卫生支出责任,引导社会资金投入卫生事业。
