我国卫生总费用变化趋势与深化医改政策建议

卫生总费用是研究和评价卫生改革与发展政策的重要工具。研究分析近年来我国卫生总费用和省级卫生总费用核算结果及其变化趋势，反映了近年来卫生相关政策取向是逐步降低城乡居民个人现金支出比重，同时也反映了一些相关政策未完全取得预期效果。本文在系统分析的基础上，结合新“医改”方案，提出了加大政府卫生支出、加快社会医疗保障制度建设步伐、调整卫生总费用支出结构、加强对城市医院的宏观调控等具体政策建议。

Changing trends of national health expenditure and policy recommendation for deepening medical health reform

National health expenditure is an important tool for researching and evaluating health reform and development policies. The article analyzes the results and changing trends of national health expenditure and provincial health expenditures through these years in China. The structural changes of fund resources reflects the health related policies tend to gradually reduce the household＇s out- of-pocket proportion in recent years. It also reflects that some of the relevant policies did not achieve the expected effects. On the basis of systematical analysis and combined with the new medical health reform programs, the article puts foreword of specific policy recommendations such as increasing the government＇s health input, speeding the construction of social medical security system, adjusting the structure of national health expenditure, enhancing the macro control on urban hospitals, and so on.
