改革开放20多年来，我国的卫生事业发展取得了显著成效，但也面临严峻挑战：疾病死因构成的变化、人口老龄化的疾病负担加重、卫生投入不足与结构失衡、政府公共卫生支出相对下降、卫生管理体制弊端突出等。因此．在新的历史条件下，要抓住机遇，深化体制改革：推进医疗机构产权多元化改革，修订指导性的“卫生区域”资源配置规划，对医疗机构实行管办分离，公立医疗机构分流转制——“保、扶、放”相结合等。

The guiding regional resources allocation planning should be revised. Managing and running medical organizations should be separated. Public medical organizations should change their original single system, some will be protected, some will be supported and some will be put into the market.
