| 摘 要： | "以药补医"是当前医疗卫生领域最需要革除的机制性弊病。国家确定以县级公立医院综合改革为突破口,推动公立医院改革。本文结合浙江省以推进"四项改革"、建立"四大机制"、促进"四个提升"为主要内容的县级公立医院综合改革思路,通过对6个先行先试县(市)的剖析,探讨了支付方式改革、医疗服务价格调整、医疗服务成本控制、医院内部管理等问题。

| Abstract: | Public hospital depends greatly on drug sale in China.It is the prime institutional problem that health reform focuses on.Chinese government has launched county public hospital reform.This article concluded the importance of county public hospital comprehensive reform in Zhejiang province.The county public hospital reform scheme of Zhejiang includes ＂four reforms＂,＂four mechanisms＂ and ＂four promotions＂.We summarized experiences including payment method reform,price adjustment policy,health service cost control,NCMS improvement and internal management by piloting in six counties. |
