浅析我国多层次医疗保障体系的建立与完善

实现“病有所医”和“人人享有基本医疗卫生服务”是党的十七大提出的加快建设覆盖城乡居民的社会保障体系、以改善民生为重点的社会建设的六大任务之一。中国特色的医疗保障体系是“人人享有基本医疗卫生服务”的核心支柱，针对当前我国医疗保障体系存在的主要问题，建立多层次医疗保障体系的思路是“全覆盖、保基本、多补充、重救助、管理型、社会化、一体化”。

Analysis of building and improving multi-level heath security system

The Seventeenth National Congress of the Communist Party pointed out that the right of enjoying medical care and primary health security for all was one of six society building tasks to improve people＇ s livelihood. Health security system with Chinese characteristics was the key to fulfill primary health service for all. Building multi- level health security system should cover all people, include primary health care, increase more types of complement health insurances, attach more importance to medical aid, and change to manage type, socialization and integration.
