| 摘 要： | 通过对西宁和银川两市贫困与非贫困城市居民卫生服务利用的比较和分析，发现实施UHPP项目后，贫困人群的未就诊比例与非贫困人群没有多大差别，而需住院未住院的比例仍大大高于非贫困人群；贫困人群因经济困难而“未就诊”、“未住院”的比例大大高于非贫困人群。对此，笔者建议将医疗保险、国家救助和社会救助相结合，以解决贫困人口的医疗保障问题。

| Abstract: | This article compared and analyzed health service utilization between poor urban residents and non poor ones in Xining and Yinchuan. The results showed that there were no differences in the rate of non - visiting doctor between poor urban residents and non poor ones, while higher rate of non - hospitalization. The percent of poor urban residents who failed to seek health treatments because of poor economic conditions was higher than non poor ones. The author proposed integration of health insurance, national medical aid and social medical aid to improve medical security of the poor. |
