| 摘 要： | 经历“非典”和禽流感之后,政府和公众对突发公共卫生事件的认识普遍加强,特别是在管理层面的法律规定已经配套实施并逐步完善,社区卫生服务体系在突发公共卫生事件中所发挥的网底作用应当充分重视和强化。

| Abstract: | After the impact of SAILS and bird flu, the senses of good management on pubhc health emergency have improved either in government or pubhc, as a result, series of laws and regulations for pubhc health emergency have been enacted, but the mesh-bottom role of community health service system in dealing with public health emergency should be properly enhanced. |
