张家港市突发公共卫生事件应急预警体系

摘    要:目的了解张家港市突发公共卫生事件应急预警体系现状和应对能力,为提高体系应急处理能力提供依据。方法采用定量、定性研究的方法,设计调查问卷内容,抽取全市部分医疗卫生单位进行访问调查。结果各单位突发公共卫生事件报告管理信息系统健全,重大疾病监测信息报告网络运转正常,一般疫情或突发事件应急处理能力强,大部分单位能识别常见病原体和致病物质,但不能很好识别病毒和不明原因疾病病原体,医疗单位对监测资料的汇总分析存在薄弱环节。结论张家港市突发公共卫生事件应急预警体系初步建立,总体应对能力较强,但鼠疫、炭疽、群体性不明原因疾病、重大职业中毒、化学物质泄露事件、核辐射生物恐怖事件独立应对处理能力不强,实验室检测综合能力还不高,需进一步提升。

Abstract:Objective To investigate the current situation of the early response and warning system and its capability in dealing with public health emergency in Zhangjiagang, in order to provide the basis for enhancement of the system's urgent response and handling capability. Methods Data were collected from the staff in several medical and health institutions through a questionnaire using qualitative and quantitive methods.Results The information management systems for the reports of public health emergency in each institution were well established and the internet-based network for reporting monitoring information of severe diseases also ran smoothly. Most of the institutions showed strong ability in dealing with ordinary epidemic diseases or emergenty events and could recognize the common pathogens and pathogenic substances, except virus and pathogen of unknown disease. The medical institutions were weak in the collection and analysis of monitoring information. Conclusion The early response and warning system for public health emergency in ZhangJiagang has been preliminarily established and showed strong ability in dealing with public health emergency, but weak in coping with plague, anthrax, congregational unknown disease, serious occupational poisoning, chemical leakage, radiation exposure and bioterrorism events. The comprehensive capability of laboratory examination still needs to be improved.
