| 摘 要： | 当前我国存有“政府俘获”现象。腐败现象处于高发期并呈现出新的特点。试图从引发腐败的主观因素和客观因素两个方面分析，探寻防治目前腐败现象的政策体制，即从工具主义和规范内化两种范式出发，围绕教育、体制、监督三个方面进行防治腐败的论述。 |

| Abstract: | Currently, our country faces a phenomenon of "government capture", corruption phenomenon is easy to occur and present some new characteristics. Try to analysis it from two aspects: subjective factors and objective factors, to find the reason, and then find policies to prevent and cure the corruption phenomenon.Namely solving this problem by instrumentalist approach and normative approach, surrounding the education, system and supervision. |
