国内关于药事服务费的争议

新医改方案提出,设立药事服务费等多种方式逐步改革或取消药品加成政策。但是,国内对药事服务费存在很多争议。本文综述了国内关于药事服务费概念、现阶段是否应该征收、如何征收、征收面临难题,征收条件等方面的争议。由此,本文认为,我国征收药事服务费应加大政府投入,将其纳入医疗保险报销范围,进行系统推进。

The debate on charging dispensing fee in health settings in China

The new agenda of health care reform has put forward that the drug mark-up policy will be gradually substituted by the dispensing fee. However,there was a lot of debate on the dispensing fee in the health sector. The paper reviews the concept of dispensing fee,whether it will be collected along with the progress of health reform at present or not and how to charge it in the medical setting,what is the challenge facing for the time being and what is the prerequisite condition. Thus,we suggests that charging the dispensing fee need to increase the government investment,be included in the scope of medical insurance reimbursement,develops the system forward.
