| 摘 要： | 为使新农合更有效地服务于新农村建设，使农民得到更多的实惠，必须解决制度设计和实施过程中遇到的问题，使之逐步完善。本文试图从农民的视角对新农合的制度设计加以考察，分析目前的制度缺陷和产生的原因，并提出解决问题的思路。
