新形势下农村预防保健体系改革与完善

目的:了解南通市基层预防保健体系改革情况及运行状况。方法:采用整群抽样方法,对南通市3个县(市)82家乡镇卫生所和卫生院防保科进行调查。结果:成立独立卫生所后防保人员素质有了明显提高,但总体还处于较低水平;固定资产及设备的拥有量均以通州为最高;服务收费在三个地区的收入中均占很大比例,上级拨款所占比例较小。结论:独立卫生所的成立使防保人员的素质有了较大程度的提高,强化了卫生行政管理职能,扩大卫生服务范围,完善三级医疗预防保健网络,但同时也存在资源受限,经费紧张,人员不足的困难。

Reforming and improving rural prevention and health care system

Objective: To explore the reformation and status of prevention and health care system in the country of Nantong. Methods: Cluster sampling method was carried out for selecting health centers. The data of 82 health centers from 3 counties were analyzed. Results: After the independent township public health centers(TPHC) were established, the personnel quality got improved significantly, but the overall was still in the low level; the total fixed asset and equipment in Tongzhou were the highest; the service charge accounted for the major part of revenue in three counties, and government budget was quite limited. Conclusion: The independently established TPHC improve the personnel quality and enhance the health administrative function, extend the range of public health service, and perfect the operation of three-tier health network. However, there also exist problems such as health resources limitation, financial shortage and deficient staffs.
