| 摘 要： | 目的:探讨广东省某市乡镇卫生院2001-2010年财政补助情况及其对卫生资源配置的影响,为优化资源配置,提高财政投入效率提供政策建议.方法:利用某市2001-2010年卫生统计年鉴,对某市卫生院近10年的人员、床位、房屋设备等资源现状进行描述和比较分析,并用秩和比法对该市人员配置和硬件配置进行综合评价.结果:财政专项补助对广东省某市乡镇卫生院人力资源配置、床位配置水平、设备配置水平有明显的促进作用,人员配置和硬件配置综合评分逐年升高,有效促进了卫生院收入的提高；省级财政1.2万元卫生院专项补助经费主要促进了卫生院工作人员收入和福利待遇的改善.结论:财政补助对卫生院的资源配置水平有明显的促进作用,医务人员待遇也有了一定的提升,但补助水平过低、补助机制不健全,依然没有改变卫生院“以医养防”的现状. |
