| Abstract: | Some studies of fund cost overruns have already existed,but most of these are qualitative studies and are not deep and comprehensive enough.Through using national data related to the New Rural Cooperative Medical Scheme(NCMS).from 2008 to 2009,through the adoption of research methods of "qualitative research combining with quantitative analysis and basing on quantitative analysis",comprehensive quantitative analysis of the reasons of the overruns of NCMS will be taken,and efforts are made to provide more accurate data for policy adjustments. |
