新型农村合作医疗实施前后乡镇卫生院效率变化的研究

目的:研究新型农村合作医疗实施前后,乡镇卫生院效率变化情况。方法:选取具有代表性的投入和产出指标,使用DEAP2.1软件,分析24个乡镇卫生院9年间的综合效率、技术效率和规模效率。结果:新型农村合作医疗实施以后,乡镇卫生院门诊量、出院量和基金补偿额度等大幅增加,而总体效率有效的乡镇卫生院所占比例在42%～71%之间变化;技术效率有效的乡镇卫生院所占比例在67%～71%之间变化;有54.17%的乡镇卫生院规模收益不变。结论:新型农村合作医疗制度的实施,激发了乡镇卫生院的经营活力,提升了基层医疗卫生服务的可及性和可得性,但乡镇卫生院效率变化不明显。

Research of Township Hospitals Efficiency Change Before and After the Implementation of the New Rural CMS

Objective:To evaluate the efficiency of township hospitals before and after the implementation of the new rural cooperative medical system(NCMS).Methods:Choosing typical input and output index and use them to calculate the efficiency from 3 aspects of gross,technical and scale for 24 township hospitals of 9 years by use of DEAP 2.1.Results:The admission and discharge patients raise significantly after the implementation NCMS,but the effective proportion improvement is not significantly.Conclusion:The NCMS is helpful for preventing rural residents from poverty caused by disease,but it did not improve efficiency of rural hospitals.
