Improving the quality construction of staffs engaged in professional foreign affairs in a scientific research institution is so important that it is related to the working quality,scientific level and achievement of the institution.Most staffs in professional foreign affairs were scientists engaged in scientific research works for many years and paid more attention to raise scientific specialities but ignore building humanistic qualities.The aim of this essay is to develop a correct way of improving the quality construction of staffs engaged in professional foreign affair on both scientism and humanism.
