军队医院开展直升机应急医学救援的构想

当前，我同直升机大部分部署在军队中。军队医院以拥有直升机资源的单位为支撑，开展直升机应急救援服务，这适合现阶段的我国国情。必须建立健全一个集中统一、权威、高效，涉及军地双方的组织指挥机构。拥有直升机资源的单位成立相应的战备协调中心，并与军队医院的应急医学救援办公室相连通，形成一支联合的、反虚快速的空中应急救援队伍，并可加入地方应急救援体系。拥有直升机资源的单位和军队医院均由大军区统一管理、调配和使用。根据应急医学救援任务不同，人员组成不同，急救120或119接到求救电话后，将信息快速传递给军队医院应急医学救援办公室；军队医院立即通知直升机单位的战备协调中心，后者立即向航管部门申请报批航线，并迅速准备直升机，带上医护人员前往事发地点。

Concept of developing helicopter emergency medical assistance in military hospitals

Most of the helicopters are possessed by the army in present China. The emergency medical rescue with the help of helicopter conducted by military hospitals is supported by the military units owning helicopter, such a practice conforms to the actual situations of China. A unified, authoritative, and highly-efficient command system involving the military and the people is to be established. The units owning helicopter resottrces should set up corresponding war- preparedness coordination centers that should connect the offices of emergency medical rescue in military hospitals so as to form a united, rapidly reacting air emergency rescue force to join the local emergency rescue system. Both the units owning helicopter resources and the military hospitals are under the management, deployment, and utilization by the military area commands. The make-up of the staff depends on the specific task. SOS signal received by the 119 or 120 centers will be sent to the emergency medical rescue office of military hospital and then to the war preparedness coordination center of the units owning helicopters in turn. The latter will apply for flight line from the flight management units and rapidly prepare and dispatch helicopters to hold the medical staff from the military hospital to send them to the site of accident.
