某区新型农村合作医疗补偿机制研究

目的探讨新农合补偿机制存在的问题，为新农合的实施提供借鉴。方法采用现场流行病学研究方法分析昆明市五华区2006年度和2007年1～6月份基金补偿情况。结果（1）参合率：2006年度和2007年度参合率大致相同。（2）受益率：2006年度，参加新农合的农民中，有4．02％的人得到了住院补偿，20．30％的人得到了门诊减免，全区总受益率为24．32％。2007年度，有3．06％的人得到了住院补偿，3．60％的人得到了门诊减免，全区总受益率为6．65％。结论五华区新农合补偿机制基本可行，在很大程度上满足了农民的就医需要，值得借鉴和推广，但农民受益率较低，需要继续改进和完善。

Study on the Compensation Mechanism of New Rural Cooperative Medical System in Wuhua district

Objective To analyze of the compensation mechanism of new rural cooperative medical system（abbr. NRCMS） in Wuhua district, and to explore their problems , so as to provide the reference for economic development level of similar areas of NRCMS. Method We adopted the epidemiological field research method to study it. Results （1）In 2006 and 2007,the participating rate of NRCMS in Wuhua district more or less the same. （2） From January 2006 to December 2006, the total benefit rate was 24.32 percent. The benefit rates of hospitalization compensation was 4.02 percent. The benefit rate of out--patient compensation was 20.30 percent. During 1- 6 months in 2007, The total benefit rate was 6.65 percent. The hospitalization rates of benefit compensation was 3.06 percent. The compensation rate of out--patient benefit was 3.60 percent. Conclusions The compensation mechanism of the NRCMS was basic feasible , and to a large extent to meet the needs of farmers for medical treatment. The practice and experience are worthy of reference for others. But the benefit rate of farmers was not high, we still need to improve and perfect.
