| 摘 要： | 近年来，我国的医疗卫生费用持续增长，个人和国家的负担沉重。医疗卫生服务的特点，使其价格和数量都有增长的内在趋势。控制卫生费用的不合理增长，不仅要控制价格，还要规避保险中供需双方的道德风险。 |

| Abstract: | In recent years,health expense in China kept on rising,which gave a heavy burden to the individual and government.Because of the feature of health care,its price and quantity kept on increasing.In order to control its irrational increase,we should not only control the price,but also avoid the moral hazard of both sides in supply and demand at the same time. |
