三级医联体框架下医养护结合养老模式实施现状的解析

随着我国老龄化程度的日趋加剧,目前其社会需求与现有医养护模式相去甚远,因而构建完善的社会化养老服务体系,扩展医养护内涵与理念,创新医养护融合模式,是解决二者现实矛盾的重要节点。本文总结分析了三级医联体框架下医养护结合养老模式现状,明确了医养护的界定,及其存在制约原因与解决策略,认为主要是我国日益增长的老龄化社会问题与目前医护养发展配套设施不健全有关,并从传统观念、法律政策、规范制度、人才建设、专业设置、信息化等几个方面提出对策建议,以完善三级医联体框架下医养护服务体系,促进医养护结合模式协调发展。

Analysis of the Current Situation of the Implementation of Medical Care Combined With Old-age Care Model Under the Three-level Medical Consortium Framework

With the increasing aging of our country,the current social demand is far from meeting the existing medical care model needs.Therefore,it is an important node to solve the contradiction between them by building a perfect social pension service system,expanding the connotation and concept of medical care,and innovating the integration model of medical care.This paper summarizes and analyses the present situation of the old-age model of medical care combined with nursing care under the framework of three-level medical association,clarifies the definition of medical care,its existing problems,restriction reasons and solution strategies.It is believed that the growing social problems of aging in China are mainly related to the imperfect supporting facilities for the development of medical care,and from the traditional concepts,legal policies,normative systems,personnel construction,professional settings and credibility.In order to improve the medical care service system under the framework of the three-level medical association and promote the coordinated development of the mode of medical care integration,some countermeasures and suggestions are put forward.
