摘    要:目的了解《国际船舶压舱水和沉积物控制与管理公约》(简称《船舶压舱水公约》)生效后对我国的影响并在此基础上提出应对的检验检疫对策。方法从生效条件、一般责任和对压舱水的管理等方面对《船舶压舱水公约》进行分析,重点分析该《船舶压舱水公约》生效后对我国的影响。结果《船舶压舱水公约》生效后对我国将产生积极和不利的影响。结论《船舶压舱水公约》生效后对我国将产生重大影响,检验检疫部门应加强检验检疫对策研究。

Abstract:Objective To understand the impact and the countermeasure of the inspection and quarantine after the International Convention for the Control and Management of Ballastwater and Sediments on Ships became effective. Methods The main content of the convention such as the condition of entering into force, general obligations, the manage of ballastwater was introduced, and impact of the international convention entering into force were analyzed. Results There were positive and negative impact when the Inspection and Quarantine after the International Convention for the Control and Management of Ballastwater and Sediments on Ships became effective. Conclusion There were great impact after the international convention came into effect. So we should strengthen the study on the countermeasure of the inspection and quarantine.
