转型经济与卫生改革 --深化卫生改革的几点思考

当前 ,我国正处在经济转型时期 ,卫生改革面临的情况比较复杂。本文在正确评价卫生改革的进展及存在问题 ,系统分析市场经济条件下医疗卫生服务的特点和价值取向的基础上 ,提出了界定政府在不同卫生领域的职能和作用 ,明确公立医院改革的方向和策略 ,借鉴世界有关国家和地区经验及成果等深化卫生改革的对策。

Transformation economy and health reform --Some thinking on deepening health reform

In the course of the economy transformation, the conditions of health reform were complicated. Assessing the development and problems in health reform, the author analyzed the characteristics and value judgment of health services in market economy, illuminated the functions of the government in each health field, and clarified the way and strategy of the reform in public hospital. Using the experiences and achievements in other countries for reference, the author also give some advice on how to deepen health reform.
