现代公立医院运营管理评价指标体系的构建研究

目的:构建一套适用于现代公立医院运营管理评价的指标体系。方法:根据研究目的,选择了具有医院管理实践经验的专家及对卫生政策有相关研究的学者,采用Delphi方法进行两轮问卷咨询。结果:按照专家遴选的标准,选择了25名专家,其中第一轮咨询为25人参与,第二轮为23人参与。两轮咨询问卷回收率分别为100%和92%;专家权威系数分别为0.75和0.78;经过两轮咨询后,各级指标的专家协调系数比第一轮有了明显提高,均大于0.7,差异有统计学意义(P<0.05)。根据专家意见及规定标准,遴选出符合要求的指标体系,该体系由3个一级指标、7个二级指标和26个三级指标构成。结论:初步构建了现代公立医院运营管理的评价指标体系,为政策评价提供借鉴。

Research on the Construction of Modern Hospital Management Evaluation Index System

Objective： To establish a set of index system, which is suitable for evaluating the public hospital operation. Methods： Relevant specialists were selected according to the purpose of research and Delphi method was applied to the two rounds of questionnaire consultation. Results： According to the criteria, totally 25 experts were selected, with 25 in the first round and 23 in the second. The retrieval rates of the two rounds of consultation inventory were 100% and 92% respectively; the authority coefficients of experts in two rounds of consultation were 0.75 and 0.78 respectively. After twice consultations, the harmonious coefficients of experts in each grade of index were increased obviously, all being more than 0.4, and the differences were significant （P〈0.05）. In the light of experts＇ advices and required criteria, the acceptable index system was selected, which consists of 3 first level indicators, 8 secondary indicators and 30 tertiary indicators. Conclusion： The modem hospital management evaluation index system has been primarily established, which provides references for the evaluation of policy.
