有效管理就是放大了的效益——介绍沙井人民医院改革与发展的经验

1996年以来,沙井人民医院推出一系列控制总体医疗成本,提高综合效益的改革措施,取得了良好的社会效益和经济效益。推行了全成本核算,完善医疗成本管理;实行了全员聘任制,做到减员增效;执行了招标采购制度,降低药品构成比例;控制了病人诊疗费用负担,推出优质廉价服务;实施了后勤社会化,减轻后勤管理压力;落实了收费公示制和清单制,接受群众监督。这些措施体现了江总书记"三个代表"重要思想,代表了广大人民群众的根本利益,也符合医院的长远利益,是医院可持续发展的需要。

EFFECTIVE MANAGEMENT IS THE ENLARGED BENEFIT--INTRODUCE THE EXPERIENCE OF REFORM AND DEVELOPMENT OF SHAJING PEOPLE'S HOSPITAL

Since 1996 Shajing People's Hospital put out a series of reform measures to control total medical cost and elevate integrate effects, and achieved good results of social effects and economic benefits: carrying out total cost ac- counting improved the medical cost management; implementing the whole staff appointment system increased efficiency by downsizing staff; purchasing through public bidding decreased the component ratio of pharmaceutics; controlling patient's burden of therapeutic cost provided services of good quality and low cost; putting in practice the socialization of rear-ser- vice decreased the pressure of rear management; fulfilling the charge publication and bill listing accepted public supervi- sion. All these measures fulfilled the "three-representing" principle of general secretary ]iang's major thought. They rep- resent the fundamental interests of the great majority of the Chinese people and also accord with the long-term interest of hospital, so meet the requirements of sustainable development of hospital.
