| 摘 要： | 针对社会医疗保险实施过程中存在的各种不公平现象,从社会医疗保险制度内部保险经费筹集方法、保险资源的利用与费用补偿机制以及社会医疗保险制度之间、社会医疗制度属性等角度,对造成这些不公平的原因进行分析,查找原因,提出从医疗费用精算、提高人群覆盖率和积极借鉴国外医疗保险经验3个方面提出提高社会医疗保险公平性的措施。

| Abstract: | The article is aimed to the various injustice situations,discussing the reasons from the different aspects such as the methods of funds raised in the social medical insurance,the utilizing of insurance resources and allowance,social medical insurance systems,and attribute of the systems.Then put forward three aspects measures that is actuary medical cost,increasing cover scope and use for reference the foreign on country experiences,which can enhance equity of social medical insurance. |
