| 摘 要： | 要实现我国卫生事业的和谐可持续发展,应解决好四个方面的政策性问题:卫生方向如何走、卫生工作如何办、卫生事业如何管及卫生资源如何配置。“大众卫生”才是卫生事业发展的方向,“政府主导”与市场参与是必然趋势,“管办一体”是政府主导的有效实现形式,卫生资源是相对不足的,在配置上应做到集中与分散有序、高档与适宜有效。 |

| Abstract: | In order to 0btain harmonious and durative development of health undertaking, we should solve the following four problems : direction, method, management and scheme. The article mentions : 'populace health' is the right direction of health undertaking,'government leading' and market intervened is inevitable,'managing and conducting' to get the goal of 'government leading',health resources is in relative short supply,so we should emphasize on schematism and validity. |
