汶川地震四川省卫生应急救援及反思

汶川特大地震发生后，四川卫生主管部门立即组建抗震救灾医疗卫生救援指挥部，在短时间内建立部省间：部门间、军地间协调机制，迅速开展卫生应急救援行动。通过水陆空三进，“黄金72小时”内实现3．58万名医疗救援人员大集结和重灾县医疗救援全覆盖，尽最大努力抢救伤员、降低死亡率和致残率；灾后两周实现乡、村和灾民安置点卫生防疫工作全覆盖，确保灾后无疫情发生；全力组织灾区医疗物资保障供应，科学快捷、透明公开，一个月的药品器械调配量就相当于以前全省一年总用量；适时调整工作重点，接连完成了紧急医疗救援、重症伤员救治、跨省大转运、应急免疫接种、传染病防控和对口支援等工作。

Emergency medical rescue after Wenchuan Earthquake in Sichuan Province

Immediately after the Wenchuan Earthquake, the Office of Emergency Management, Department of Health, Sichuan Province, tried hard to understand the situation and then started the emergency plan, dispatched successively medical teams with 3, 420 medical workers in totals within 48 hours to cover the 21 severely stricken counties. Coordination between the province and the Ministry of Health and army and local areas and among different sectors was established. A headquarters of medical rescue was set up soon. The rescue workers entered the earthquake-stricken areas via the water, land, and air approaches. 35.8 thousand medical rescue workers were concentrated and arrived in the whole earthquakestricken areas within the ＂golden 72 hours＂. Two weeks later epidemic prevention work covered all townships, villages, and settlement spots of victims. Provision of medicines and medical equipments were organized with the strength of all relevant sectors. The supplying amount of the medicines and medical equipments within one month after the earthquake equaled to the total amount within one year before the earthquake. The work focused on different practices at different stages： emergency medical rescue, treatment of severely wounded persons, trans-provincial transportation of patients, emergency vaccination, prevention of infectious diseases, and assistance geared to specific fields.
