石家庄市疾病预防控制机构食品安全事故流行病学调查能力现状

摘    要:
目的了解石家庄市疾病预防控制(疾控)系统食品安全事故流行病学调查(流调)队伍特点和现状。掌握基层食品安全事故流调队伍的不足和亟需解决的问题,为今后食品安全的防控提供科学依据。方法下发统一的食品安全事故流调队伍调查表,由各县市(区)疾控中心负责填写后,加盖公章上报给市疾控中心,对数据进行分析汇总。结果石家庄市疾控系统食品安全事故调查处置框架体系已基本建立;流调专业人员中,本科占30.8%,大专占62.9%,硕士占6.1%;预防医学专业的占27.7%,检验人员占25.7%,其他专业占46.6%。平均能开展的病原微生物、中毒化学品检测项目不足50%。结论该市流调队伍学历偏低,专业构成不均衡,实验室检测能力偏低,应加强石家庄疾控系统食品安全事故调查处置工作的能力建设,不断提高各县市区食品安全事故应急处置能力。

Abstract:
[ Objective] To understand the characteristics and status of epidemiological investigation on food safety incidents in dis- ease prevention and control institutions (CDC) of Shijiazhuang City, know the deficiencies and urgent problems of epidemiological investigation team in grass-roots CDCs, and provide a scientific basis for the prevention and control of food safety in the future. [Methods]The county/district-level CDCs filled in the questionnaires about epidemiological investigation team of food safety inci- dents, and reported to the municipal CDC with the official seal. The data were analyzed. [ Results ] The framework for food safety incidents investigation and disposal system in Shijiazhuang CDCs has been basically established. Among the specialized persons en- gaged in the epidemiological investigation, 30.8% had the undergraduate diploma, 62.9% had the associate degree, and 6.1% had the master degree. In the speciality distribution, 27.7% were preventive medicine, 25.7% were laboratory medicine, and 46. 6% were other specialities. Less than 50% of epidemiological investigation teams can carry out the detection of pathogenic mi- croorganisms and toxic chemicals. [ Conclusion ] The educational level of the epidemiological investigation teams in Shijiazhuang CDCs is not satisfactory, the speciality distribution is unbalanced, and ability of laboratory detection is relatively low. It is necessa- ry to strengthen the investigation and disposal capacity of food safety incidents in Shijiazhuang CDCs, and constantly improve the ca- pacity in county/city/district-level CDCs.
