上海市社区家庭医生制服务模式的可行性探讨

目的探究上海市实施家庭医生服务模式可行性,并提出适合上海市实际的家庭医生服务模式。方法通过总结分析国内外家庭医生制的特点,深入探讨上海市部分区、县先试先行的情况,以上海市社区卫生发展现状为依据,综合应用文献查阅、关键知情人访谈和专家咨询等研究方法,从政府财力投入、人力资源配置、卫生经费管理制度、服务人群和服务内容等方面初步判断推行家庭医生制的可行性。结果家庭医生制可以分为完全型全人群、完全型重点人群、非完全型全人群、非完全型重点人群和非完全型服务利用人群五类服务模式。结合上海市实际,建议选择有条件的区、县开展非完全型服务利用人群家庭医生制服务模式试点,建立规范的服务流程和有效的管理模式,完善各项相关配套政策,并在此基础上逐步向完全型家庭医生服务模式过渡。结论开展家庭医生服务模式是社区卫生服务发展的必然趋势,选择适合上海市实际的家庭医生服务模式进行试点,有利于改革的逐步推进和最终的完善。
