“全民医保”目标与底线公平理念

"全民医保"目标的提出和城镇居民基本医疗保险制度的试点,解决了我国医疗保障制度覆盖面不足引发的公平问题,但是多种医疗保障制度并存将引发新的不公平问题。建议将底线公平理念引入"全民医保"目标下的医疗保障制度建设中,强调政府的基本责任,在追求适度公平的前提下同步发展多种医疗保障制度,实现医疗保障体系的可持续发展。

The Goal of Universal Coverage and Baseline Equality

The proposed goal of "universal coverage" and the piloted Social Medical Insurance in urban areas have solved the equality problems caused by the deficiency of the medical security system's coverage in our country.However,the coexistence of various medical security systems will induce new of problems inequality.Therefore,it is suggested to introduce the idea of "baseline equality" to the medical security system construction under the goal of "universal coverage",to emphasize the basic responsibilities of the government,and simultaneously develop the various medical security systems under the premise of the pursuit of moderate equality,and finally realize the sustainable development of the medical security system.
