三级医院与社区卫生服务一体化建制与实施

目前，在城市卫生事业发展中还存在着优质资源过分向大医院集中，社区卫生服务资源短缺、服务能力不强、市场信誉度不高、不能充分满足群众服务需求等问题。对此，北京大学首钢医院利用三级医院的综合优势，构建新型的组织体系、打造人才“双向流动”的管理机制、建立“双向转诊”的绿色通道、强化社区慢病防治能力，进行了三级医院与社区卫生服务一体化建制的实践与探索。
