过度用药与诱导需求分析

本文通过对我国医疗服务市场供给的特点分析,结合我国医疗卫生费用增长情况对供给方诱导需求从理论、实证以及制度层面上进行分析,旨在探讨医疗服务诱导需求产生的原因及解决方法.不合理的医疗卫生体制是诱导需求行为产生的重要原因.只有进一步推进医疗卫生体制改革,改变“以药养医的不合理价格补偿机制,建立以政府为主导的医疗卫生体制,才能真正地抑制供给方的诱导需求行为.

A Research on Medical services supply and Supply -induced demand

The aim of this paper is to discuss the causes and solutions of Supply-moucea Demand（SID）.On the basis of the character of supply in health service market as well as the growth of the health expenditure in China, this paper conduct a research to analyze the problem from the view of theory, positivism and the entire health care system. The investigation reveals that irrational and deep-seated problems in our health care system could be responsible for the existence of SID. Thus, a structural reform of the health care system, while changing the irrational price reimbursement mechanism, should be implemented. An then establishing a new health care system guided by governments will be final key to control the expanding of SID.
