对农村医疗保障制度构建的理论思考

适应我国城乡分治、二元经济的现实，确立政府对农民医疗保障经济责任与当地经济水平相适应的观念；适应我国医疗费用上升，医疗风险日益突出的现状，确立农村医疗保障的重点是缓解因病致贫；针对农村基层医疗卫生机构资源优化的趋势，确立农村医疗保障供方多元化的观念；同时应建立家庭帐户和统筹基金相结合的农村医疗保险模式，以适应农村经济以家庭联产承包制为基础的背景。

Theoretical reflection on health care system constitution in rural areas

According to the reality of independent administration of cities and rural areas, the reality of dual economy, a concept should be established that governmental economic responsibility to health care of residents in rural areas should be adapted to the specific economic conditions. According to the reality of increasing medical expenses and more and more outstanding medical risks, a concept should be established that the focus of health care in rural areas is to relieve poverty caused by diseases. According to the trend of optimizing health resources of medical organizations in basic units of rural areas, a concept of pluralistic providers of health care in rural areas should be established. Meanwhile, medical insurance pattern in rural areas combining household account with overall fund should be established to adapt to rural economy on the basis of household system of contracted responsibility linking remuneration to output.
