| 摘 要： | 县级公立医院综合改革是医院体制改革的关键,也是坚持公立医院公益性质的前提。通过县级公立医院体制机制的创新,才能保持公立医院健康持续快速发展。根据浙江省县级公立医院综合改革背景和运行情况,结合该省卫生统计年鉴和试点县市运行数据等,从医疗卫生服务的可及性、公平性方面出发,对县级公立医院改革运行机制的必要性、改革目的、成效等方面进行系统分析。重点探讨浙江省县级医院综合改革的主要政策框架:推进"四项改革",建立和完善公立医院经济管理机制,促进"四个提升",将县级医院作为公立医院改革的突破口。 |

| Abstract: | The comprehensive reform at country level public hospitals is one of the key measures to maintain the sustainable development of the hospitals for public welfare.With such requirement and policy for public hospitals in Zhejiang and the data collected from the pilot county level hospitals and from the year book of the statistics in public health in Zhejiang,this study conducts a systemic analysis of the necessities,the objectives,and the benefits for reforming county-levels public hospitals in terms of accessibility and equitability in medical and health service.Then the article focus on the policy frame: Advance the four reform,establishing perfect public hospital economic management system,promoting four ascension,taking the county level public hospital as a breakthrough. |
