西部地区艾滋病防治领域NGO发展问题对策研 究

目的了解西部地区艾滋病防治领域NGO发展现状，探讨其发展问题的解决对策。方法通过典型调查的方式，采用文献研究、问卷调查、深度访淡、参与式观察等方法对其发展问题进行了研究。结果与目标群体结合不够紧密，缺少自身发展规划，组织管理能力有限，经费不足且来源不稳，缺乏专业人才、政策性资源和行业内部合作是其面临的主要发展问题。结论解决上述问题一方面需要政府为NGO提供体制内话语权，转变对NGO的投入方式，以购买公共服务的形式增加投入总量。另一方面则需要NGO积极参与公共政策制定，增强自身影响同时建立长期服务意识和发展规划，以人才队伍建设为核心，提高各项管理能力；深入高危人群，强化自我营销；转变％营模式，扩展经费来源。

Solutions to development problems of non-government organizations for AIDS prevention and remedy in western China

Objective To investigate the development of NGOs in the area of AIDS prevention and remedy in the worst-hit western China. Methods With document study, questionnaire, in-depth interview and participant observation. Results The results point out that these organizations are short of a closely connection with their target groups. Subsequently, most of these organizations are too short-sighted to make a long-term development plan. And then the research finds that these organizations have a limited management and are devoid of fund. After that, the NGOs are also suffering from lacking professionals, political resource and industry internal cooperation. Conclusion To solve these problems, the government should provide discourse power for the NGOs and expand the amount of input with different forms such as purchasing public service. The NGOs shouhl participate in public policy-making initially to expand their influence and make a long- term development plan and focus on the construction of talent team to improve management. Further more, the NGOs should penetrate in their target group to strengthen marketing and transform the patterns of operation to expand the sources of fund.
