| Abstract: | This paper analyses the major causes of the widespread phenomena of the insufficiency of scientific research materials and files in colleges and universities, namely, the ignoring of the double-function of filing department; the lack of filing consciousness; the inconsistency of the identification and reporting materials of research items and the filing requirements, etc. The paper also brings up ideas to reinforce filing consciousness, strengthen system building, and enhance the supervision and guidance by the public opinion. |
