通过分析中关两国不同的医学伦理精神渊源,即中国自古崇尚“大同”；美国崇尚个人奋斗,阐释中关不同文化背景及国情下所建立的不同的医疗保障制度,在与美国医改的对比中透析中国医改之阻力与难点.指出虽然中关两国的文化背景、伦理诉求各不相同,但是在现代社会中,法律、监督、社会补偿等方面的机制建设,以及政府主导下医疗体制自我更新能力建设,都是需要认真面对并着力加强的.

The Medical Ethics Spirits and the Medical Security System——Based On the Comparing between China and America

The origin of the medical ethics spirits in China and America were analyzed,namely,China has advocated the "great harmony" since ancient times and America has advocated individual struggle.This paper indicated the different cultural background and interpretation of the established under the conditions of different medical security system,in contrast with the America,showed the resistance and the difficulty in the Chinese medical reform.It pointed out that though Sino-American different culture,ethical appeals,but in the modern society,law,supervise,the social compensation mechanism of construction,and the government’s leading medical system update ability construction,all are the need to have a serious face and strengthened to deal with.
