| 摘 要： | 我国政府公共财政职能正在逐步实行三大转变，即宏观上合理配置资源的职能，收入再分配职能和稳定社会的职能，卫生发展必须抓住机遇，利用卫生事业在政府实现上述三大职能中的特殊作用，以争取更大的政府投入。
