摘    要:目的:了解2009年我国省级疾病预防控制中心人力配置状况,通过人力配置指标的实践应用结果验证绩效考核的合理性和可操作性。方法:调查全国32个省级疾病预防控制中心的人员数量、学历、职称和专业等基本情况。结果:2009年我国省级疾控中心平均在岗人员数为374人,每10万户籍人口平均在岗人员数为0.88人;人力综合素质指数为7.50;本科以上学历占57.9%,较标准低7.1%;高级职称比例占26.6%,较标准低3.4%;传染病防治类工作的人员比例为24.0%,而从事健康危害因素监测和慢性防制的人员仅占10.6%和2.5%。结论:2009年我国省级疾控中心人员总量不足,人员结构虽然较2005年进一步优化,但与标准相比仍有一定差距。

Abstract:Objective: To understand the human resource status of the provincial Centers for Disease Control and Prevention(CDCs) across the country in 2009.Methods: The quantity,education background,professional title and specialty of the staffs from 32 provincial CDCs across the country were surveyed.Results: The average number of staffs in each CDC was 374,0.88 per 100 thousand residents.The average score of the comprehensive human quality was 7.50.The proportion of staffs with bachelor and above degree was 57.9%,lower by 7.1% than the standard,and the proportion of those with senior professional titles was 26.6%,lower by 3.4% than the standard.The proportions of staffs engaged in the control and prevention of communicable disease was 24.0% while that engaged in health hazard factors monitoring and chronic disease control were only 10.6% and 2.5%.Conclusion: Human resources were insufficient.The team structure was still not as good as standard,although better than that in 2005.
